The interventions to be financed for the construction of photovoltaic systems to be installed on buildings for productive use in the agricultural, livestock and agro-industrial sectors have been published in the Official Gazette.

Important points to know:

  • photovoltaic systems are eligible for aid only if the objective is to satisfy the company's energy needs;
  • it is intended to select and finance projects that provide for the purchase and installation of photovoltaic panels on the roofs of buildings instrumental to the activity of the beneficiaries, including those intended for reception and hospitality in the context of the agritourism activity;
  • removal and disposal of asbestos (or, where applicable, of eternity);
  • 40 per cent of the resources are destined to finance projects to be carried out in the regions of Abruzzo, Basilicata, Calabria, Campania, Molise, Puglia, Sardinia and Sicily;
  • Beneficiaries are:
    • Agricultural entrepreneurs, individually or as a company;
    • agro-industrial enterprises;
    • agricultural cooperatives.
  • The interventions eligible for the subsidy to be implemented must have a peak power of no less than 6 kWp and no more than 500 kWp;
  • Eligible expenses:
    • for the construction of photovoltaic systems: purchase and installation of photovoltaic modules, inverters, management software, additional system components;
    • storage systems;
    • supply and installation of the materials necessary for the implementation of the interventions;
    • network connection costs;
    • up to a maximum limit of Euro 1,500.00 / kWp for the installation of photovoltaic panels, also in consideration of the overall size of the system to be built and the related economies of scale, and up to a further Euro 1,000.00 / kWh where they are accumulation systems are also installed. In any case, the total contribution paid for the storage systems cannot exceed € 50,000.00. If electric charging stations are installed for sustainable mobility and agricultural machinery, an expense up to a maximum admissible limit of Euro 1,000.00 / Kw per column may be recognized, in addition to the ceilings indicated above.

Non-repayable loan to promote energy efficiency for micro and small businesses in commerce, catering and services

Lombardy Region, to support the micro and small businesses of the trade, public businesses and services sectors of the increase in energy costs also due to the ongoing international crisis, created the call for energy efficiency.

Type of interventions:

They are eligible for the contribution a lost fund investments for energy efficiency of an amount minimum of € 4,000.00, to be carried out only at the headquarters in Lombardy and to be reported together with the grant application by 15 December 2022.

Expenses net of VAT relating to goods and equipment strictly functional to energy efficiency:

  1. purchase and installation of thermal solar collectorsthe and / or plants of micro-cogeneration
  2. photovoltaic systems for self-production of energy with fake renewables to be used in the production site;
  3. purchase and installation of machinery and equipment to replace the machinery and equipment in use at the site subject to intervention
  4. purchase and installation of high efficiency condensing boilers, biomass or heat pumps to replace the boilers in use;
  5. purchase and installation of portable or fixed evaporative coolers / coolers that do not require the use of refrigerant fluids;
  6. purchase and installation of home automation systems for energy saving and monitoring of energy consumption;
  7. purchase and installation of low consumption LED luminaires to replace traditional lighting;
  8. costs for masonry works, plant engineering and similar costs within the limit of 20% of the previous letters from a) to g) and are eligible expenditure only if directly related to the installation of the assets subject to investment;
  9. technical consultancy costs related to the implementation of the intervention (design, construction management, technical reports, compulsory contributions from professionals, etc.) within the limit of 10% of the costs referred to in the previous items from a) to h)
  10. other indirect costs, recognized as a lump sum of 7% of the direct costs referred to in items a) to i)

Census of CERs and Lazio situation

Legambiente: 59 new energy communities in Italy surveyed from June 2021 to May 2022

Between configurations of energy communities from renewable sources and collective self-consumption, I am 59 cases recorded in Italy between June 2021 and May 2022. Thus rises to 100 the number of renewable energy communities mapped in the last three years. These are some of the data that emerge from the sixteenth edition of the Legambiente Renewable Communities report.

There are 35 energy communities currently operating, 41 in the construction phase and 24 in the project phase. Of these, Legambiente reports the virtuous cases, such as the case of over 700 families, which thanks to the energy produced by the solar systems used to power the air-water heat pumps and common services in the condominiums, will obtain a reduction in the energy requirement from source fossil between 57% and 81% for electricity consumption and from a minimum of 17% to a maximum of 56% for thermal ones.

Or again, in the case of the energy communities, the report presents the Nuove Energie Alpine communities, that of Ventotene (LT), the Critaro energy community (in Calabria) together with the Sicilian ones of Messina, Sortino and Blufi who have emphasized social benefits for the population groups living in conditions of socioeconomic distress.

Lazio: 100 energy communities by 2022

Within this year 100 Renewable energy communities (CER) in as many Municipalities ed investments for € 110 million, this is the objective of the Region, which for the dissemination of these initiatives has signed a memorandum of understanding with the Department of Mechanical and Aerospace Engineering (Dima) of the Sapienza University of Rome.

The collaboration between the Region and the Dima, presented by President Nicola Zingaretti and by the Councilor for Ecological and Digital Transition Roberta Lombardi, started in recent months with a series of training meetings for mayors and has now been formalized with the protocol , which provides - in addition to training - the analysis and dissemination of CERs in Lazio.

For the CERs, total investments will be made for 110 million euros from the PNRR, from EU funds 2021-2027 and from regional resources, said Zingaretti, while Lombardi specified that "in a few months about 150 requests were collected from municipalities, associations and parishes that want to create a CER and 36 CER assemblies were activated in the 5 provinces of Lazio, 12 of which in Rome (Metropolitan City and Province), 8 respectively in Viterbo and Rieti and 4 in Latina and Frosinone ". In addition, the councilor added, they have arrived 50 CER proposals through the "Lazio in transition" call for proposals, including experiments such as new devices (films and photovoltaic “asphalt”) and the use of blockchain for the certification of energy “prosumation”.

The Regional Assembly of Emilia-Romagna has unanimously approved the law on energy communities from renewable sources (CER) and collective self-consumption, which represents a synthesis of the proposal of the Executive and of two projects by the councilors of Lega and M5S (QE 24/2).

The law, made up of nine articles, will support groups of individuals, companies, local authorities, research centers and associations who decide to act collectively for produce, distribute, exchange, accumulate energy through renewable energy plants. In particular, the law identifies the "System actions" and support and promotion measures, providing for the disbursement of contributions and financial instruments for the constitution and planning of the CERs, up to the purchase and installation of production and storage systems.

In addition, communication and information initiatives on renewable energy and self-consumption and training of the professionals involved are envisaged, as well as agreements with the Municipalities and the Anci Emilia-Romagna aimed at disseminating and sharing "best practices".

The Region and local authorities they will identify, within a year from the entry into force of the legislation, i roofs of public buildings and public areas to be made available for the installation of systems serving CERs.

With the aim of combating energy poverty and promoting social inclusion, the law grants greater contributions for the establishment of CERs made up of individuals with economic fragility, or third sector entities, entities that own the management of public residential housing or social, or located in mountain and internal areas of the regional territory or, alternatively, which carry out projects of inclusion and solidarity.

CERs, whose members include local authorities that have approved plans or integrated strategies for adaptation and mitigation of climate change (Paesc), will also be able to benefit from increased contributions.

The law establishes a regional register of CERs - who will be called every year to draw up a balance of the energy produced, self-consumed and shared - and a permanent technical table with consultative and comparison functions composed of representatives of the Region, associations, Anci and Upi Emilia-Romagna, Enea and regional clusters competent in the matter, as well as the regional table of solidarity economy.

For the implementation, in addition to the first allocation included in the law of € 200,000 for 2022 and € 150,000 for 2023, the Region will use the new community resources by allocating at least € 12 million from the ERDF, from alongside the funds of the PNRR.
